Lakefront Utilities Inc.
Lakefront Utilities Inc. (LUI) is a local distribution company (LDC) serving over 9000 customers in the Town of Cobourg and former Village of Colborne. LUI is a subsidiary of the Town of Cobourg Holdings Inc. which is owned by the Town of Cobourg, who is the majority shareholder, with the Township of Cramahe being a minor shareholder. LUI is governed by a Board of three Directors appointed by the parent company, Town of Cobourg Holdings Inc.
The utility has a very long history dating back to the 1800’s. Prior to incorporating, as required under the Electrical Restructuring Act (Bill 35) in the year 2000, the utility operated as part of the Public Utilities Commission of the Town of Cobourg and part of the Colborne Public Utilities Commission.
LUI is a regulated utility under the jurisdiction of the Ontario Energy Board (OEB). The OEB approves the rates charged by LUI, governs LUI's conduct through regulations, codes and guidelines, such as the Affiliate Relationship Code, Distribution System Code, etc.
Electricity is purchased from the Independent Electrical System Operator (IESO), providing the customer has not signed a contract with a retailer.
As a distributor, LUI is responsible to ensure that the customer’s electricity, whether purchased from the IESO or from a retailer, is delivered to their property. This may include the poles, wires, insulators, switches, transformers, substations, necessary to deliver the electricity.
LUI is responsible for the regular maintenance of the distribution system to ensure high reliability and quality of service. In addition, LUI provides emergency services to restore electricity when interrupted. We are also responsible for the reconstruction of hydro lines which need to be replaced due to their age, obsolescence, road construction or new lines to service new customers. LUI must comply with the Electrical Safety Authority (ESA) regulations regarding maintenance and construction activities, including processes, on the hydro lines and substations. In order to achieve these goals, we provide on-call services 24 hours per day, 365 days per year.
LUI’s office is located at 207 Division Street in the Town of Cobourg. The administration, billing, customer service and metering functions operate out of this location. The operational staff are located in our garage facility on Ewart Street in Cobourg.
